Drywall was painted without priming first. Now it chips easily. Is there a way to repair the situation?

I dont know if there is a correct answer for this, but i would use a power sander to remove the paint, or at least thin it enough that the primer can penetrate. Use one that has a vaceum connection to keep the dust down...

Well as much as everyone loves sanding, my advise would be to change the whole wall out. Even if you had the drywall freshly painted without priming it shouldnt chip the paint like you described. It sounds like you might have wall paper underneth your wall board and someone painted on top of it. Thats the worse case scenario. If you have the ability and it truely is wallpaper, I would change out the wall board. Though there is more work involved rather than just sanding, but it will fix that wall paper issue though.
