Looks like someone painted over wall paper. If that's the case, you will need to take all the wall paper down. If its literally the drywall paper coming off, you need to scrape all the loose bits.

Then you need to prep the surface. Primer, mud coat (joint compound put on thinly with a wide putty knife), primer. Sand each layer to get it smooth.

After the last primer, paint away! How do I fix these peeld paint from drywall?
clasic peeling paint! that is not wall paper pealing away, just the paint.

what you need to do is scrape ALL the loose paint off with a paint scraper, then sand it down smoth, after that I would apply at least one coat of paint primer, then as many coats of regular paint as needed to get your color.

P.S. at the home depot, you can get a paint and primer combo, so you may only need 3 coats as oposed to 5
