Rub the wall down with a med-grade sanding pad and then paint with a cheap budget matt white emulsion. Two coats may be necessary., but as long as you use the own-brand budget paint it won't be expensive.


That should key the eggshell, blank the red pigmentation and give a good base for your final top-coat of light beige.





Eggshell isn't a good idea on walls, and it's an expensive way to paint large surfaces. Always use emulsion on walls, either matt or silk, depending on the look you want or whether you need a wipe clean finish.
No primer necessary. You will have to two coat but you should always two coat. If you were to go to white paint, then a primer would be necessary to help tone the red down. It is most likely that your eggshell walls are just latex wall paint and you will have no adhesion problems. I just use premium products and avoid primer unless I am going from an oil finish to an acrylic finish.
Get a gallon of Kilz-It water based primer and have it tinted close to your paint color which won't be hard since it's light. Pick a color darker than your paint color(a few steps up)for the primer. It might take a couple of coats and I don't know how much area you have to paint. They can tell you at the paint store.
