Why are there Tiny bubbles on my Painted drywall?

They are in random spots throughout my house. In places where I know that there is no way water could get. It has been very wet and humid for a few days so is it just moisture that is collecting? As long as it dries out I shouldn't have a problem right? The house was built in 1941, it is not sealed up and insulated really good, except for the new insulation that was put in before the drywall was put up. The walls are painted and the new drywall is about 5 years old.Why are there Tiny bubbles on my Painted drywall?
This happens when something oily has been splattered on the wall. The primer and paint is not sticking and thus it bubbles up. You will notice you can actually peel a good bit of paint off the wall right around these bubbles after the paint dries.


Peel off the paint to where it stops coming off wash wall with good cleaner, rinse, let dry. Re-Prime the area and re-paint.
