We are replacing one half of a wall with new drywall. The other half is painted with a glossy paint. My husband wants to skim coat the glossy paint. Will this work? Do we need to degloss or sand the glossy paint first?Can I apply drywall compound over a glossy paint surface. Will it stick OK?

Been my experience that a good washing with TSP (trisodiumphosphate) is best solution here...
The TSP will etch, or key, the glossy paint and allow for a much better adhesion of ANY covering...
Do be careful and wear rubberish gloves as the TSP does dry out your skin... otherwise harmless.
Apply the TSP with a sponge.... let it soak a few minutes then wipe with clean rinse water....
TSP is the painters choice when doing any repaint, it cleans grease and dirt GREAT, just remember to protect any adjacent glossy areas you do not want etched,
Available at any store..... remember to check label and make certain product is indeed TriSodiumPhosphate, as some posers are out there.

scar the suface with a course sandpaper before you apply compound...apply it, let dry, finish sand (reaply and sand again if needed), and you are ready to rock and roll.
rough sand the wall section u want to paint in 2 directions......start with very rough and finish with smooth sand paper.....take a damp sponge and wipe down the section to remove all dust, apply a good primer, and then paint.......

Question is why would he want to skim coat the glossy paint. It will not stick. End of story. (Rough up the walls lots with spackle knives)and rough sand paper. Get the gloss off. Paint won't stick to gloss.
( Initially yes, but you want it on longer than initially)
Guaranteed to peel and flake(and then it is a REAL job to fix that.)
You got the mud. You got to sand the mud afterwards, and you got to prime.
There are NO shortcuts here.
