That's not pieces of paint, it's pieces of joint compound. I've only had this happen when someone scraped a popcorn ceiling and didn't get all of the old mud off the ceiling. Take a sponge mop and hot water. Mop it off.My paint is not sticking to the drywall. why are bubbles forming?

are you sure it's paint? drywall mud will soften and stick to the roller if you didn't use a PVA primer to seal it with first. some people tend to keep rolling the paint on instead of putting a coat on then allowing it to dry before the next application.
dry wall is too moist
whipe down the walls with damp cloth.Then apply Kilz primer.Then paint as normal

did you prime paint the wall before applying the paint?
You need to wash your ceiling with Tri-Sodium Phosphate. It will get rid of any dirt, grease, etc.(Lowe's) Then you need to primer with or KILZ or a similar primer. Your paint should adhere after you follow those steps. The other answerers, are probably correct to assume that it is joint compound and wasn't properly primered. You wouldn't really know that until you try to paint it. Good Luck!
my painter husband says it sounds like u r painting over grease or oil or that perhaps even u have had a leak that hasnt come thru yet. u need to remove the paint thats on there , wash it with soap and water and then prime it with either kilz[water damage] get low odor oil or latex]or shieldz[a primer/sealer]and then do any patching and after that is dry paint to ur hearts content. both those products can b found at home depot.
