How can I remove uneven layers of paint from drywall so that I can install smaller casing?

I am moving into an older house with wide casing around the doors and windows. I want to install new, smaller casing. Under the old casing, there is no paint which creates a line of uneven paint. Should I try removing the paint or find a way to smooth it out. Sanding has only produced minimal results.How can I remove uneven layers of paint from drywall so that I can install smaller casing?
You may have to apply a thin coat of joint compound after you sand the edge of the exsisting paintline flat. Try not to build up any compound at the edge of the rough opening. This will ';push'; your new trim away from your jambs. Good Luck!!!
